The same study put direct visitor spending at $1.9 billion, up 25.3 percent from $1.5 billion in 2013, supporting more than 13,000 jobs. Those figures are now several years old and describe the region, not any single road, but the proportion of day visitors is the operative point: most of the visiting traffic here arrives and leaves the same day, by car.
Weekend travel patterns on the highway match that. SBCAG measured Saturday travel on U.S. 101 at 66.3 percent private auto drivers, above the weekday 56.8 percent, with an average Saturday trip of 28.0 miles.
Statements, photographs and contact details have a short window when the other driver has a hotel checkout date. A responding officer's report may capture a home address in another state and a phone number that stops working. Independent witnesses in a visitor corridor are usually visitors themselves. The practical consequence is that anything obtainable at the scene, plate, rental company decal or barcode, driver's license state, rental agreement number, and the name of the renting location, is worth more here than in an ordinary local collision.
The obvious defendant is often unavailable. Title 49 of the United States Code, section 30106 bars holding the owner of a rented or leased vehicle liable under state law merely for being the owner, for harm arising out of use, operation or possession during the rental, provided the owner is in the business of renting or leasing vehicles and there was no negligence or criminal wrongdoing on the owner's part. The two conditions are where the analysis actually lives. Negligence by the rental company itself, in maintenance, in equipment, or in the circumstances of the rental, is outside the shield, which is why maintenance and inspection records for the specific vehicle matter.
Rental transactions stack coverage: the renter's own auto policy from their home state, a liability product sold at the counter, a credit-card benefit, and the rental company's own certificate. California's own floor for a driver here is a separate question from what an out-of-state visitor bought. On the injured person's side of the ledger, uninsured and underinsured motorist coverage is written into California policies through Insurance Code section 11580.2, which requires bodily injury liability policies issued or delivered in this state to include coverage for sums the insured is legally entitled to recover from the owner or operator of an uninsured vehicle, subject to written deletion or reduction agreements in the specified forms. Establishing what the visiting driver carried, and then what the injured person's own policy adds, is a two-sided document exercise rather than a single phone call.
Both drivers carry the same statutory obligations. Where anyone was injured or killed, Vehicle Code section 20008 calls for a written report within 24 hours. Section 16000 requires a report to the Department of Motor Vehicles inside 10 days where there was injury, death, or property damage above $1,000. A visiting driver who leaves the state has not thereby extinguished either duty, and the absence of a required report is itself a fact in the file.
The city's collision review ranks Cabrillo Boulevard from Castillo Street to Highway 101, a 2.65-mile waterfront segment, at 84 injury collisions and 8 severe or fatal ones between 2020 and 2024, with Shoreline Drive from La Marina Drive to Castillo Street at 23 injury collisions and State Street from Cabrillo Boulevard to Haley Street at 17. Cabrillo Boulevard at Helena Avenue, a side-street stop, appears among the ranked intersections with 10 injury collisions. These are the blocks where unfamiliar drivers, angle parking, pedestrians crossing mid-block and heavy bicycle traffic meet.
Photograph the rental car's markings and plate, not only the damage. Ask the responding officer to record the rental company and agreement number. Obtain the report through the responding agency rather than waiting for an insurer to forward it. Where the vehicle is returned to the fleet, its post-crash condition and repair records exist somewhere in a corporate system and are worth requesting before they are absorbed into routine maintenance history.
